Integrated Information Theory (IIT)

Giulio Tononi (1960–present) is a neuroscientist and psychiatrist (University of Wisconsin–Madison) who developed Integrated Information Theory (IIT), one of the leading scientific theories of consciousness.

IIT starts from the phenomenology of experience and proposes that consciousness corresponds to a system’s capacity to integrate information — quantified as “phi” (Φ) — such that a system is conscious to the degree that it forms an irreducible, integrated whole.

The theory makes testable-in-principle predictions, has driven real clinical work (e.g., the “perturbational complexity index” used to detect consciousness in unresponsive patients), and is debated rigorously in mainstream neuroscience.

For this Atlas the key nuance is that IIT has panpsychist-leaning implications: because any system with integrated information has some nonzero Φ, IIT implies consciousness is graded and widespread in nature, including in simple physical systems.

This makes IIT attractive to consciousness-first and idealist writers as scientific support for “consciousness is everywhere/fundamental.” That inference must be handled carefully: IIT is a physical, mathematical theory about which physical systems are conscious — it does not claim that minds create external reality, that intention reshapes matter, or anything resembling manifestation.

Its panpsychist flavor is a structural consequence, not a license for mind-over-matter. Tier: legitimate-science (contested but serious); cleanly separable from manifestation overreach.
