The Ten Stages of the Development of Mind is Kukai's systematic map of consciousness, ranking the religious and philosophical positions of his day as ascending stages in the mind's awakening. Its central claim is that the cosmos itself is the body, speech, and mind of the cosmic Buddha Mahavairocana, so that reality is the self-expression of enlightened awareness and the highest stage is the recognition of one's own innate identity with that universal mind.

The work proceeds as a graded hierarchy, treating each worldview as a partial vision surpassed by the next until it culminates in the esoteric Shingon teaching. Against the assumption that liberation requires countless lifetimes, Kukai advances sokushin jobutsu, Buddhahood in this very body, attained by uniting one's body, speech, and mind with the cosmic Buddha through mudra, mantra, and visualization.

Drawing Yogacara mind-only philosophy together with tantric method, the text founds the doctrinal core of the Shingon school and offers a practical technology of sound, gesture, and imagery for retuning awareness, prefiguring the later marriage of consciousness-first metaphysics with concrete technique.
